We are shutting the spies--and anyone employed by the spies--out of the Multinational Open Source Information arena. We will "feed the beast" by giving them a free copy of all information acquired by legal and ethical means, but in return, we will court-martial anyone who uses Civil Affairs cover following the issuance of DoD and DNI directives that completely protect Civil Affairs from such abuse. By keeping the original information "outside the wire" we empower Civil Affairs to share freely with any nation, any organization, any individual, that which has been legally and ethically acquired.
Similarly, the predictive analysis and strategic, operational, and tactical analytic support to be done by the Integrated Open Source and Analytic Support (IOSAS) cells to be developed by any interested party, and the longer-term United Nations Open-Source Decision-Support Information Network (UNODIN) will be freely shareable with all parties to Stabilization, Reconstitution, Humanitarian Assistance, and Disaster Relief regardlesso of whether or not US forces are engaged.
We have three objectives as this conference transitions into a larger event under the auspices of the UN Foundation and the Army Association:
1. Decision support to UN Force Commanders and UN System leaders as well as all NGO and Foundation leaders
2. Influence over US$5 trillion a year in charitable giving, corporate services, government spending on war, and transnational crime that can be reduced by transparency.
3. Setting stage for a global network of 100 million volunteers with access to the Internet, who can provide free education to the five billion poor "one cell call at a time." We are approaching Nokia to explore how we can create a global campaign in which the 1 billion rich fund free cell phone access for the 5 billion poor.
