This is the minimalist preparatory material suggested. Most intelligence communities have no idea how broad and deep are the resources to be found in the public domain. Any overhaul of the secret intelligence world will be best accomplished by first getting a grip on the totality of the expert and direct localized or online resources that answer 96% of the intelligence need.

This does NOT include beltway bandit single-point technology solutions and it does not include US citizens with clearance "butts in seats" solutions. Those are wasteful and need to be redirected.
We share with the IC seniors the view that contractors do what they are incentivized to do. Our purpose is to dramatically change how the IC dollar is applied, by migrating away from unilateral high-tech and costly personnel solutions, to a more balance multinational and largely public intelligence networks.
At the same time, we seek to bring to the public the benefit of the proven process of intelligence (decision-support), a process that is NOT secret.
We do this by creating three new InfoNets "outside the wire" that feed to the high side of any given Nation, but that are NOT controlled, isolated, or corrupted by the mandarins of secrecy. What's open stays open, and shareable.
