REFERENCE: Updated Response to DIA Call for Data on OSINT Updated 21 Oct 04 with Inputs from Others, Table of Contents, and Pointer to John Gage on $300 Playstation and DoKoMo Phones Being the New C4I Standard, JC Hive Article, and Original Quincy Wright Article on World Intelligence Centre (1950's)


We're a tad concerned about the short fuse and the unstructured nature of the DIA call for data on OSINT benefits, due 18 Oct 04....so we decided to go ahead and create a generic answer. Here it is. it has been faxed to Col Vincent R. Stewart, USMC, who is now the top-ranking DoD authority on OSINT on behalf of Dr. Cambone. If you read nothing else in the first document, read the last line.

More or less proving the point, another external OSINT expert has come in and added a fifth benefit for OSINT. The paper has been updated, reformatted, and a new table of contents created.
 

Provides Superior Long-Range Forecasting on Most Matters

 

5)  Another benefit of  OSIF is its ability to do long range forecasting better the intelligence community.  The classifiedcommunity—even on those rare occasions when it reaches beyond the Anglo-Saxon “special relationship,” simply cannot compete with the aggregate of external multi-national experts focused on medium to long-term national security issues, especially since the community is overly focused on short-term intelligence.  This benefit is especially pronounced when interactive dialog is permitted and encouraged between the all-source analysts and U.S. government consumers on the one hand, and external parties including state & local authorities, corporations, universities, non-governmental organizations, media specialists, labor union specialists, religious and cultural representatives, and citizens with localized or expert knowledge from direct observation.
