Intelligence, or "decision-support" is supposed to be defined on the basis of outcomes achieved thorugh a process of deliberative discovery, discrimination, distillation, and dissemination of actionable knowledge applied in context.

As of 1988 most governments treated intelligence as a secret capability, and administered intelligence on the basis of inputs, budget share, and heavy investments in contractors and technologies rather than direct access and thinking and multi-cultural sense-making.

From 1988-2006, over 7,500 individuals from across 50 governments, achieve a break-through of sorts, and today over 25,000 individuals across 90 governments are focused on Open Source Intelligence (OSINT) as an alternative to "secrets for the President."

We have only begun. Three three phases of "intelligence" in history are:

I. Secret War

II. Strategic Analysis

III. Smart Nation

In 1994 we did a world tour and the National Computer Board in Singapore was the only listening party that "got it." Combined with the genius of the Singapore military in understanding SARS for what it was--a game-changer that made clear "defense" is not about armies, but about all threats--this has led Singapore to a very constructive point. They are however too enamoured of the Americans and of technology. It can be done better.

This site will be relatively dormant for a time, but the depth of ignorance among governments and corporations is so very great, with huge chasms between those with power on the insider and those with knowledge on the outside, that we are certain anyone can benefit from time spent within the "stacks" of this library that is free to one and all.

Anything here may be translated into any language, as a general rule Creative Commons license applies and only commercial exploitation for profit is forbidden.

We encourage the pursuit of this vision among all communities from local to tribal to global, and will gladly accept invitations to to speak and participate in new initiatives. In April 2009 we will be in Europe, in August 2009 in Asia. Africa and South America remain to be scheduled.

The next stage of intelligence is further explored at the site of Earth Intelligence Network, a non-profit 501c3 Public Charity committed to creating public intelligence in the public interest.
